blue print of a heist..

We view ourselves as potential victims, and the acceptance that such event could happen to anyone at any point helps us recognize the risks. Among ten casualties in the tragic RCBC Cabuyao rob-murder case, is an unwitting client who sadly figured into a "wrong place and a wrong time" fate and it cost him his life.

For awhile we reflect on this reality, and realign ourselves in the mindset of these criminals so as to have a pinch of their thoughts in pulling out the heist. A professional robbery group intends to succeed in operation and considers some important aspects in coming up with their blue print.

1. Motive. The cost of the pot at stake and the benefits.

2. Resources. Assessment of resources, size-up capabilities, manpower, logistics, hardware and mobility to perpetrate the crime.

3. Targeting. Robbers generally look out for soft targets and consider a dozen of factors in selection, carefully taking into account all the "risk factors, against percent of success."

4. Surveillance Phase. Could take weeks months and maybe even a year depending on the nature of their target. Most exhaustive of all their activities, the group conducts discreet observation of the target, walk-through's and may even perform actual penetration tests. The stage where robbers tend to draw out bank's security capabilities, weaknesses, patterns, personalities, insider candidates, office routines and money movements.

5. Dry Runs. Robbers perform dry runs, silent rehearsals of the actual cycle of the robbery and how they exactly intend to execute the heist. Most importantly, this could mean prior presence inside the bank before the "d' day"..

6. Escape and Disposition. Their movement in the execution of escape route plans. Identification of multiple alternative sites, safe areas, modes, their probability of escape and the disposition of the loot.

7. Time and Motion. Robbers assess the probability of success in every operation and it is in this stage where the actors perform a simulated drill, rehearse every scene of the actual robbery and considers time element as the most crucial factor to rate success.

opinions on the security perspective..

The RCBC event once again emphasized the importance of surveillance system in banks. above its primary purpose, cctv system still is considered an effective deterent to bank crimes as it certainly increases the level of security more specially when these gadgets visibly sprawl out within and around the facility. Often, this is one of the immediate risk factors robbery groups consider when selecting targets.

Periodic survey and threat assessment is relatively an important scheme for banks. This is to address various changes in business operations. Surveys should extend beyond physical consideration and most preferred if conducted by an external consultant and not the appointed security provider. Personnel assessment and review must be incorporated, to help detect employee behaviour or character patterns that may indicate a potential liability to the institution. This can be categorized as a "low level profiling".

Security service providers should be included in this approach with emphasis on guardforce management and intelligence. Bank appointed security person should have a participative jurisdiction over the agency's hiring process, relieve, replacement, reassignment orders, duty detail, periodic guard profiling and holds the final say on deployment changes. pertinent security issues..

When contract guards are deployed in banks, the efficiency of their service can only be drawn out from two things in relation to robberies; "to prevent occurence or engage.". Numerous robbery incidents are executed perfectly leaving guards helpless, losing their firearms to the suspects and even turn out dead. Countless stories of bank robberies would have taught us countless lessons in finally considering to improve the banking security system. The rcbc-laguna for one either had no installed surveillance system, or was not even serviceable during the commission of the crime making it more difficult to resolve the case. Sad to note, a serious security incident like this has to happen in order to realize the real concern for cost in terms of indemnification, deaths, damage to interests and a tainted image.

The police on their part have also been prodding bankers, attended banker forums and special conferences to counter robberies and attempts to instill a high level of security awareness within the business sector. In cebu, a team was formed by no other than the provincial director Supt. Carmelo Valmoria himself purposely to initiate security surveys on banks to help them counter robberies, a proactive move. but less the individual initiatives from the banking industry, and the will to invest on security improvement, these same efforts may never be as efficient as reasonably expected.

the failure of the guards to report that morning raised suspicion as they would have reported in time before bank opens to relieve outgoing guards. the absence earned themselves a good spot in the investigator's tickler. otherwise, the morning guards could have been the very first persons who discovered the incident themselves. having no surviving witnesses no more, the police may now have to rely on two important aspects in their investigation-- "the testimony and possible involvement of the guards in custody; and the crime scene itself.." what it may speak of and what it wishes to convey about the gruesome ordeal of the victims.. the scene itself has a lot of stories to tell.

foreseen motives..

foremost, it may be in dire greed for money on the part of the suspects that generally paved the way to its blue print. the manner how the heist was perpetrated however explicitly speaks more than just one motive. suspects may have more than just hidden anger towards one or a couple of the victims and maybe even towards the insitution itself that made them commit such heinous acts. for this, could be a hate and robbery crime..

having shot all the victims in the head is an apparent intent not to leave survivors behind. this may tell that suspects are just queing a guarantee for a good escape plan, and victims are way out considered a "colateral damage". or it may be in some ways intentionally driven in retaliation for something deep.

d' bloodiest robbery..

The rcbc-cabuyao laguna robbery definitely was the worst robbery that ever took place in philippine history. not for the loot itself but for the deaths of nine people and critically wounding one who later on died while being treated in a hospital. what police authorities called as the bloodiest in the history, all victims were shot point blank in their heads and left sprawled on the floor bathed in their own blood. early evening friday, police declared having into custody, two of the bank's security guard who were supposed to report in the morning shift. both guards initially tagged as suspects when they failed to report for work in the morning of friday. police, media entities, residents and the business sector were all stunned over the incident. While this is being dealt upon by the authorities, the security community collectively shared own sypnosis, aired frustrations, and imparted unsolicited opinions on how and why such gruesome incident took place..
